UP Population Control Bill In the most populous state of Uttar Pradesh, a big step has been taken in the direction of legalizing the concept of limited family. The Uttar Pradesh State Law Commission on Monday submitted the draft of the Uttar Pradesh Population (Control, Stabilization, and Welfare) Bill 2021 to Chief Minister Yogi Adityanath, which also includes important recommendations for providing additional benefits to a limited family with one child.
Families with two children have been advocated for promotion from benefits of other schemes including subsidies, while for those having more than two children, there will be a restriction in promotion from applying in government jobs. Such people will not even be able to contest the local body elections. After brainstorming on the suggestions, the draft has been finalized under the direction of retired Justice AN Mittal, chairman of the commission. The state government can bring the bill of population control law in the legislature in the monsoon session.

The Uttar Pradesh State Law Commission has said that the population of Uttar Pradesh has increased by 20.23 percent in the decade 2001-2011. In the comparative study, Ghaziabad alone showed an increase of 25.82 percent. Apart from this, the population growth in Lucknow, Moradabad, Sitapur, and Bareilly has been between 23 to 25.82 percent. Control of population is very important to provide better health, education and other facilities to the coming generation. The population law applicable in Rajasthan, Haryana, Andhra Pradesh, Maharashtra, Chhattisgarh, and Uttarakhand prohibits contesting elections to local bodies with more than two children.
Changes also took place after brainstorming on the suggestions: The commission had prepared the draft of the bill and sought suggestions on it. In about 8500 suggestions, 99.5 percent of people voted in favor of making the law. After brainstorming on the suggestions, some changes were also made.
Here are New Recommendations
- Green cards should be given to those with two children and gold cards to those with one child, so that they do not have to show the relevant forms, again and again, to take advantage of the schemes.
- A special incentive of one lakh rupees to all women who have only one child till the age of 45 years.
- Transgender children should be seen as handicapped. That is, in the event of one of the two children being transgender, the family will get the same exemption for the third child as if one child is disabled.
- After divorcing in the couple, the child who remains in the custody of the husband or wife will be added to his unit itself.
- There will be no restriction on sterilization. If a woman in a family is 45 years old and her youngest child is 10 years old, then sterilization will not be required for such a couple.
- In case of motivating someone to undergo sterilization voluntarily, additional honorarium will be given to the concerned ASHA worker.

- Those having more than two children will not get the post of Chairman or Managing Director or any other management-related post in Public Sector Undertakings.
- He shall also not be a member or nominated to any other post in the local authority.
- You will not be able to apply for government service.
- There will also be a ban on promotion in government service.
- The government will have to create a State Population Fund to implement the law.
- There will also be a chapter on population control in the school curriculum.
- The ration card will be limited to only four units.
